Rappahannock County Public Library Relocation Project FAQs
Is the Library Board of Trustees considering moving the Library to Rush River II?
Yes. The Board is exploring relocating the Library from its current location on Route 211 in Washington to the Rush River II development in Washington.
Why is this move being considered?
Over the past few decades, libraries have evolved into dynamic community hubs that act as centers for learning, social interaction, and technological access. Demand for programs and services in Rappahannock has outgrown the current building’s capacity.
Has the community been involved in this project?
Yes, in 2020-2021 the Board conducted a community survey which identified five priorities for growth:
- Children’s learning and socialization space (including outdoor areas)
- Teen and young adult gathering space
- Larger meeting room
- Small private rooms for tutoring
- A multipurpose room for adult lifelong learning
Why doesn’t the board just expand the existing building?
The Board explored this extensively. An architect developed plans for a 9,000 square foot expansion, estimated in 2021 at $6.5 million. A fundraising feasibility study concluded the Board would not be able to reach its goal. Even with two generous anonymous gifts totaling $1.5 million and existing endowment funds, the gap remained too large. With our current funds, the expansion would be limited to roughly 1,300 square feet — which would have required closing the library for up to two years, an option the Board found unacceptable.
What is the Rush River II proposal?
Black Kettle LLC has offered to build a new library at its own expense and provide a substantial subsidy toward furnishing the interior. The Board of Trustees voted unanimously on March 6 to sign a non-binding Letter of Intent to explore this partnership.
Is this decision final?
No. The Letter of Intent is non-binding.
What are the next steps?
Next steps include negotiating a potential lease agreement and developing a concept design and site plan. More information will be shared with the community as the process moves forward.
What are the tax implications of this project?
None. The library expansion project will be funded entirely by private donations.
What will happen to the existing library if we were to move?
If the decision is made to move the Library, the Board would then explore what to do with the current building while approvals and permits are obtained and the new library building is constructed.
Will the Book Barn remain at its current location?
A relocation of the library would likely necessitate a relocation of the Friends of the Library Book Barn space.
